Tax Planning in 18th Century Arizona(?)

Mission San Xavier del Bac, located just south of Tucson, is one of the better known landmarks of Southern Arizona.

Construction began in 1783; however one bell tower was never completed. The reason is lost to history; however one theory is that the tower was left incomplete in order to avoid a tax that was levied on finished buildings.
